Miss Harper is Norbert Klerm's personal secretary and advisor, and usually the one to remind him of his responsibilities and keep him in line.

Miss Harper sports a frilly red dress and high heels. She keeps her greying hair tied back.
History
Harper's role is not entirely clear, but she seems to know Klerm well, as she has to put up with his immature attitude and set him on the right track.
Despite her best efforts to direct Klerm during his kidnapping and brain drain of Buzz Lightyear, to properly program his Slam Bots for marketing, she realizes that the entire plan has fallen apart, and quickly abandons her boss to save her own life.

Miss Harper is very business-oriented and clear-headed, though frequently nags Klerm for his hasty decisions.
