The Octopoidal Prisoner is a convict with a very nasty temper.
History
When Buzz was temporarily arrested for allegedly attempting to assassinate the Galactic President, the Octopoidal prisoner took the chance to attack the former in revenge for arresting him. Their fight consequently caused the prison ship they're in to crash onto a nearby planet. By the time the Space Rangers arrived, Buzz and the Octopoidal are long gone.
It's revealed that the alien is actually a suit used by the Gargantians to manipulate Buzz.
