The convict is a blue-skinned non-human whom Buzz Lightyear had once arrested on Kegas IX with an entire shipment of black market servo-chips. He does not seem particularly upset at Buzz for arresting him even though he was sentenced to at least some time in a maximum security penal colony (the exact amount of time is unknown).
