The anteater criminal is a bounty hunter.

He is a blue-skinned, anteater-like creature with light blue eyes and a black suit. His mouth is situated above his head.

His name is possibly one of the three: Evan Zarl, Snark, or Zinko. Unfortunately, due to John Kassir voicing all three in "Large Target" and neither being named in the episode, we don't know who's who.
In "The Torque Armada", he is mistakenly drawn with a mouth below his nostrils in one scene.
